I don't think it is worth bidding more than 500 gold or even 300 gold. They will leave anyway :)
Resettlement
The city of Hamperton ruled by Lord Bonnewort has burned to the ground. Bonnewort has decided not to rebuild the city since he would rather withdraw from the duty of Lord and become a travelling man instead. As a result 350 former inhabitants don’t have a place to stay, and Bonnewort has decided that the homestead which bids the most gold for these people can include them in the population. Perhaps you should send a bid?

I offered 500 and they went somewhere else.
