Let's take an example:

Attack w. melee: 10 with Morning Star
Attack w. melee: 12 with Battlestaff

Does this mean that the battlestaff hero would have a higher attack on each swing?

Second example:

Attack w. melee: 10
Attack w. ranged: 12

Does this mean the ranged weapon attack is stronger on each hit than the melee attack?

All percentages are shown in relation to the best skill possible. So it is a comparison between your hero with his current skills and the best possible hero with the best possible weapon Only a hero with full morale, full hitpoints, with the best offensive melee weapon, proficiency level specialist and 20 in all battle attributes would be able to score 100% in the melee attack skill marker. Likewise, only a hero wielding the best defensive weapon would be able to score a 100% in the melee defence skill marker.

Notice how much morale influences on your marker percentages. A mouse-over shows your hero’s full weapon skill marker potential had he been fully healed and with soaring morale. Remember that the morale is often affected positively in the beginning of battles and when heroes are sent on quests, so often it makes more sense to calculate with the potential skill marker.

The different special weapon skills granted by having specialist weapon proficiency doesn’t improve the weapon skill markers. So, a two handed sword specialist will have the same melee attack skill marker percentage, whether he has the offensive Great Swing or the defensive Out of Reach speciality
